G. Kim: Address to Peace Summit 2023, Session V

Address to Peace Summit 2023
May 2-5, 2023

When we live in the midst of historical change, first, there is an objective order that changes, and second, subjective changes follow.

Korea is now in the post-Cold War era. People say we are in a new Cold War though some may not like that term. However, we are definitely in a new era.  We can see the new order in the Korean peninsula in Northeast Asia. The UN is making the objective acknowledgment that we live in a different time.

We need to bring our heads together and deal with these issues. It's not just a question of, “We need to oppose China. We need to oppose North Korea. We need to be pro-Japan, pro-America.” I'm saying that the situation on the Korean peninsula, the Republic of Korea, is in the middle of a rivalry between the superpowers. It is a very delicate situation of heightened tensions.

First, it is important to recognize the situation that we are in, and second, to consider the best course of action. I agree with the other panelists. Peace must be preserved at all costs. Also, we need to continue our economic development and also find solutions to the thorny issue of reunification.

We need to communicate with the populace. The ruling government and the opposition party need to deliberate together. A healthy dialogue is an important foundation towards resolving these issues. Most importantly, we should not face this situation based on the post-cold war ideology. The situation is very different. We shouldn't just think that, “We need to focus on the U.S. for security and China for economic development.” We need to recognize the reality of the situation. President Yoon Suk Yeol and the South Korean government are analyzing the situation carefully and considering possible solutions to the current situation while mindful to keep stable relations with the U.S. and China. Thank you very much.
