M. Jiang: Address to World Summit 2013

PhotoRecently, despite opposition from the international community, the Democratic People’s Republic of Korea (DPRK) conducted an underground nuclear test, which was a clear violation of international laws and the principle of denuclearization of the Korean peninsula and the security and stability in the region of northeast Asia. Frequent underground nuclear tests can change geological structures, trigger tsunamis and earthquakes, and result in serious ecological disasters. I have emphasized many times: “A regional war is brewed in a long diplomatic process while a sudden ecological disaster occurs in a moment, which results not only in serious casualties but also in great property loss.” The underground nuclear test conducted by DPRK defied the international community and seriously damaged the ecological system of the Korean peninsula. As for this, on behalf of International Ecological Collaborative Organization (IESCO) and Climate Change Committee of International Conference of Asian Political Parties (ICAPP), I strongly condemn the nuclear test carried out by DPRK once again. We hope the leaders of DPRK strictly abide by the relevant UN Security Council resolutions, keep its promise of denuclearization and stop any actions that may worsen the situation. That is because maintaining peace and stability of the Korean peninsula and northeast Asia region is in line with the common interests of all parties, and only by dialogues and negotiations and returning to the six-party talks to solve the denuclearization problem of the Korean peninsula can DPRK get rid of the isolation and sanctions from the international community, and be qualified to participate in international cooperation in every field.

Today the world is in an era of great development, change and adjustment. The international situation is undergoing complicated changes. The development of multi-polarization and economic globalization, greater influence of information technology in society, and closer interaction and interdependence of the international community have greatly influenced and changed the world’s pattern and made far-reaching impact on the development of nations and international relations.

Under the current international situation, international security will face three major threats in the 21st century; threat from increasing network attacks; threat from climate change to human survival and development; threat from biological weapons in the future. Therefore, peace and development are still the themes of the times. They are reflected in exchanges and dialogues, integrity and cooperation, as well as peace and development which are the common aspiration and pursuit of governments and peoples of various countries. Meanwhile, the international community also faces more complex challenges. There are one after another hot regional issues. Terrorism is rampant. The situation of nuclear proliferation is tense. Deforestation, marine pollution, the decrease of wetland, water resource shortage, desertification, mass extinction of species, urban land subsidence, extreme ice and snow weather, floods, mudslides, droughts, epidemics and food safety problems caused by climate change and unsustainable economic activities of human beings have had an impact on human survival and development. Various disasters exacerbated regional conflicts and poverty as well as social instability. Therefore there is a long way to go to maintain world peace, cope with ecological crises and achieve sustainable development.

In today’s world, countries with different systems, of different types, in different development phases share common interests and have closer interdependent relationships. Different countries not only share common interests but also common dangers. Under this situation, the connotation of security problems is beyond the confrontation security in cold war period, military security in the traditional sense, and non-traditional security of a country or a region and today’s ecological security. Ecological security is the security of survival which involves every nation. No country can secure absolute safety on its own. Mr. Xi Jinping, the General Secretary of the Communist Party of China, said at World Peace Forum: ‘If a country seeks prosperity, it must guarantee other countries’ security. If a country seeks prosperity, it must let other countries boom.” Thus, all countries should work together to meet challenges with a cooperative mind, an innovative spirit and a responsible attitude, and really achieve lasting peace in Asia-Pacific region and sustainable development of human beings through practical cooperation.
