Appeal for Flood Relief in Punjab, Pakistan

Multan, Pakistan - Floods resulting from monsoon rains this year have killed 500 people and left nearly 6,500 injured across Pakistan, and the Society for the Promotion of Education and Awareness is seeking funds to provide 600 families with food, 60 families with shelter, and 3,000 people with medical care in the Southern Punjab.
Most casualties were caused due to homes collapsing. Some 450,000 people have been forced from their homes and another 5.7 million people have affected by the flooding since August 22. More than 25,000 villages have been affected and many houses destroyed or damaged in the past six weeks.
Pakistan has suffered a series of devastating inundations, affecting millions of people, in recent years. Many food stocks of the people have been destroyed. Already homeless and dispossessed, thousands of families are now facing hunger. In the worst-affected area in southeastern Pakistan, the waters submerged more than 4.5 million acres of farming land, damaging an estimated 80 percent of cash crops.
Many had barely recovered from massive and deadly flooding in August 2010, which left a fifth of the country submerged by water. Those floods lasted for weeks, affecting more than 20 million people and leaving 1,985 people dead. Much of the land inundated in 2010 was in the Punjab province, Pakistan's breadbasket, where many people make their living from agriculture and livestock. Great hardship followed for millions in the wake of the flooding.
Destruction is wide-spread across our part of the country once again this year. Transport and communications have been widely disrupted. Many areas remain inaccessible and thousands have yet to receive assistance. The worst is still to come as people in flood-ravaged areas try to return to normality. Medical facilities and doctors are bracing themselves for outbreaks of hepatitis, malaria, typhoid and other water-borne diseases.

TOTAL NUMBER OF AFFECTED PEOPLE:
There are approximately more than Five million people, who have been affected adversely due to devastating floods and heavy rainfall.
NUMBER OF HOSPITALIZED:
More than 500 deaths have occurred due to flooding and heavy rainfall, while numerous people are under treatment and needs immediate vaccination for water borne diseases. Due to the standing water, there is danger of any epidemic disease especially Malaria. So there is great need to provide appropriate vaccine to the affected people.
CONDITION OF FOOD SUPPLY:
Majority of affected families’ food storage and fodder for livestock have been washed away by the flood and heavy rainfall. They do not have financial assess to purchase any food supply. As majority of these affected families are low-income families and they had already spent much on the sowing of the cotton crop, which has been totally destroyed due to devastating flood and heavy rainfall.
CONDITION OF LIVESTOCK:
A large number of livestock also went away in the floating water but the exact number has not been collected. The people also had a great loss as the Flood Water also washed away the fodder and wheat straw of the affected community.
PRESENT SITUATION OF THE PEOPLE:
Although the government with the support of army has started relief activities in the affected areas. But still there are numerous people who are still stranded. They need immediate respond otherwise the continuous rains and flood will even take away the lives of the current flood survivors.
RESPONSE OF SEAP - PAKISTAN:
SEAP - PAKISTAN on occurring of this gruesome incident, immediately sent an emergency team to make the feasibility study of the affected area. The emergency team was not able to reach the far flung areas as flash flood made a huge destruction to standing crops, vegetables, stored food, houses and livestock while a numerous number of people have to leave their houses immediately due to the rushing flood water in their houses. Now the people are dwelling shelterless in an open space waiting for some help from humanitarian organizations to cope with their existing situation. Our immediate response to this emergency will ensure them human dignity in order to survive for few days till the water goes down.
OBJECTIVES:
To provide emergency relief food package to survive in monsoon rain season to 600 families of District Dera Ghazi Khan and District Rajan Pur, Southern Punjab.
To provide emergency shelter to 60 families & medical services to 3000 people of District Dera Ghazi Khan and District Rajan Pur, Southern Punjab.
SELECTION CRITERIA:
SEAP – Pakistan during initial assessment has registered approximately 600 affected families from the areas of District Dera Ghazi Khan and District Rajan Pur (Southern Punjab) for the provision of relief package.
An Emergency Team of SEAP – Pakistan comprising 5 members (1 Doctor, 1 Relief Coordinator, 1 Field Supervisor & 2 Social Organizers) will conduct the relief distribution process.
IMPLEMENTATION METHODOLGY:
SEAP – Pakistan will provide emergency shelter tents to the most deserving 30 families in each district while the food relief package will be provided to the 300 families in each district (with average family members of 8) that will be helped through the Emergency Relief Program, which will take effect most probably within 3 days after the sanction of funds from the Universal Peace Federation.
SEAP – Pakistan has planned to distribute the relief items in the following categories and assessing their needs:
Food Package:
Atta (Wheat Flour) 20 kg / Family
Ghee (Cooking Oil) 5 kg / Family
Sugar 5 kg / Family
Tea ¼ kg / Family
Daal (Lintels) 2 kg / Family
Shelter Package:
Tents (14’’ x 12’’) 01 / Family
Emergency Medical Services:
SEAP - Pakistan will also organize free medical camps to provide emergency medical treatment, immunization and vaccination services to approximately 3000 people for the prevention of epidemic water borne diseases. SEAP Pakistan will organize a medical camp in flood affected settlements of District Dera Ghazi Khan and District Rajan Pur.
COORDINATION:
SEAP – Pakistan will work in close collaboration of the local administration of the targeted areas of each District. SEAP – Pakistan is already in contacts with the Local Government. They have shown a very good response and cooperation for working in these areas for the Relief Program. All Relief Program items will procured by comparative bidding methodology from local market.
MECHANISM OF DISTRIBUTION:
The head of the family will be informed earlier to come to our Relief Camps at common spot on a pre-fixed date and collect the entire relief supplies at one time only.
LOGISTICS:
The local Transport Company will be hired for transportation of Relief Supply Items.
