Argentina—“Public Management and Transparency: Proposals and Challenges for the Day After” was the theme of IAPP/UPF-Argentina’s Zoom meeting held on December 7, 2020, with 50 online connections. It was the fifth and last panel of the year, where parliamentarians addressed all five of Argentina's International Association of Parliamentarians for Peace (IAPP) lines of action (1).
On the occasion, presentations were given by Carolina Estebarena, legislator of the Autonomous City of Buenos Aires; Jorge Vanossi, Mercosur parliamentarian, National District; Carlos Castagneto, national deputy representing Buenos Aires Province, 2015-2019; and Silvia del Rosario Giacoppo, national senator representing Jujuy Province. It was moderated by Humberto Benedetto, Mercosur parliamentarian representing Córdoba. As a civil society guest, a presentation was given by Pablo Olivera, president of the civil association Construyendo Ciudadanía and co-founder of “Red Ser Fiscal.”
Parliamentarians and the civil society guest were invited to address the topics of “the adequacy of public management and administration; fostering civic participation, strengthening democracy and commitment to the ‘common good,’ overcoming particularism and personal preferences; promoting good governance and address structural and usual corruption.” We are challenged in this context, with issues and conflicts that can worsen in times of COVID-19.
After the presentations, we held a Q and A session moderated by Ambassador for Peace Patricia Pitaluga, president of the civil association Acercando Naciones. General moderation was in the charge of Emanuel Sayavedra, member of UPF-Argentina’s Governing Board; and general coordination was in the charge of Miguel Werner, UPF-Argentina secretary general.

IAPP Background
The International Association of Parliamentarians for Peace (IAPP) seeks to unify knowledge, experience and good practices from legislators and other fields to face the critical challenges of humanity and the planet: poverty and corruption, violence and extremism, pollution and climate change, educational crisis and family breakdown, ethnical and religious conflicts, the threat of “new wars,” the world refugee crisis, territorial disputes, and so forth.
After the IAPP was launched in 2017 in Argentina, five lines of action were established in its inaugural declaration: Education and Values, Dignity and Human Rights, Governance and Transparency, Development and Cooperation, and Environment and Sustainability. This is aligned with UPF’s peace initiative, from its premises of interdependence, mutual prosperity and universal values.
The “Parliamentarians for Peace” initiative began in 2001 through Ambassadors for Peace seeking to empower a type of leadership that provides dialogue and cooperation for a sustainable development from a peace perspective. Such a vision was reaffirmed in 2005, at the tour when UPF was established in 120 countries by its founders. Since then, various peace projects and programs were developed. Aligned with this proposal, the International Association of Parliamentarians for Peace (IAPP) was globally launched in Korea in February 2016. The IAPP was regionally launched on October 11, 2016, in Asunción (Paraguay), and in Argentina on November 30, 2017, at the National Senate.
